JP Henderson is the former Regional Counsel for FEMA Region 9 where he served as a trusted advisor to leadership throughout the agency. Known for his solution-oriented approach, he was at the forefront of several of the agency’s most novel and complex challenges and established significant areas of agency policy, particularly related to wildfire recovery. JP and his team represented FEMA in Public Assistance appeals and arbitrations, and he was the agency’s foremost expert in recovery of Public Assistance funds for disasters caused by third parties. He is excited to bring his skills and expertise to help communities navigate complex federal requirements and resolve disputes in a fair and transparent manner.

JP is licensed in California and New York.

Linda Litke

For two decades, Linda Litke served the United States, first in the U.S. Navy and then as a senior attorney with FEMA. Her work placed her at the center of some of the nation’s most complex emergencies, disasters, and national security incidents—first as the lead for multiple legal offices across the Gulf Coast after Hurricane Katrina, and later as a Trial Attorney handling litigation tied to Public Assistance projects and the National Flood Insurance Program. Her final federal role—Legal Counsel to the National Incident Management Assistance Team—was among the most demanding in the emergency‑response world, providing real‑time legal guidance to senior officials during catastrophic incidents.

Linda is licensed in Mississippi and Arkansas.
